振兴东北 ,加快老工业基地改造是我党在新时期、新形势下确立的一个新的重点 ,本文立足东北老工业基地现状 ,结合政策走势 ,从深化国有企业产权制度改革入手 ,对产权制度改革的重要性、特点、以及应注意的一些问题进行了探讨 ,从中提出了一些新的观点 ,对下一步深化国有企业产权制度改革会有一定的借鉴作用

The reform of operation mechanism is the basic way to develop the traditional industry base in the northeast of China

To develop the northeast and deepen the local reform of traditional industry base is the new hot point in recent China. This article is based on the present conditions of the traditional industry base of the northeast and combined with the new policy trend , starting with the innovation of property relations in the State-owned business enterprises and discussing the importance as well as the characteristics of the innovation property relation and some related questions.The article also bring forth some new opinions about the reform ,which would be consulted during the innovation of property relations in the State-owned business enterprises.
