中国城市土地开发及其供给问题研究

摘    要:总结了改革开放以来中国城市土地开发的主要特征 ,分析了中国城市建设用地需求及其供给中存在的城镇建设占用耕地 ;城市土地利用粗放、土地利用率低 ;城市土地市场行为不规范 ,土地供给总量控制困难 ;城市规划依据不充分 ,土地制度欠完善等问题。提出建立科学完善的城市土地供给调控体系的对策包括 :实施城市发展战略 ,加强城乡土地统一管理 ;提高城市规划水平 ,实行严格的土地用途管制 ;建立城镇土地储备机制 ,形成城市土地供给的良性循环 ;消除城市土地闲置现象 ,挖掘城市土地利用潜力。

Abstract:The basic characteristics of urban land development after 1978 in China are analyzed. The existing problems of urban land market are pointed out based on the tendency of urban construction and urbanization during the tenth five-year plan of China. These problems include more and more agricultural land being turned into urban uses, low efficiency and over supply of urban land, poor planning control over land uses etc. Some measures to meet the urban land demands and to regulate the urban land supply are also suggested, which include introducing an integrating system of urban and rural land; enhancing land use control by improving planning formulation; establishing land reserve mechanism; promoting intensive land use in urban area etc.
