论矿产资源管理与保护的若干问题

研究论述了矿产资源产化评估与矿业权评估的关系，评估参数获取，储量误差影响等问题，从理论上分析了资产化管理对资源保护的作用及不足，指出了符合我国国情的有偿使用方式及资源管理模式，探讨了构建矿产资源合理开发利用激励机制与调控模式的思路与途径，提出了若干建议与对策。

SOME PROBLEMS CONCERNING MINERAL RESOURCES MANAGEMENT AND MINERAL ERSOURCES CONSERVATION

Aiming at the current situation concerning mineral resource management and mineral resourceconservation in our country, this paper deals with the relation between mineral asserts evaluation and mining rights evaluation, the determination of the evaluation parameters and the influence of mineral reserves error on the evaluation value. With the methods of the theoretic analysis, the influence and limiatation of mineral resources management as national property on mineral resources conservation are obtained. The paper puts forth the establishing way of the motivation mechanism and adjusting mode and some suggestions in order to promote the protection and rational development of mineral resources.
