| 摘 要： | 阐述了我国开发利用境外资源的必要性，并对开发利用境外资源的方式及其不足进行了分析。针对与此，文章概述了财政的主要职能，并就回避开发利用境外资源的问题和为持续安全地获取国外资源的供应阐述了相应的几项财政政策。

| Abstract: | Based on emphasizing the necessity of using foreign mineral resources,the current mode of using foreign mineral resources and its shortages are explained.The importance and function of financial policy for using foreign mineral resources are discussed.To solve the problem that some enterprises are not willing to use foreign mineral resources due to risk of losing benifit,and to ensure reliable and continuous supply of mineral resources from foreign countries,some suggestions for making financial policy by the state are introduced. |
