摘    要:针对近期关于怒江流域地震地质条件复杂、地质灾害风险程度高而反对水电开发的言论,笔者对怒江断裂带进行了研究,对怒江流域进行水电开发而进行的工程抗震问题进行了论述,对修建水库大坝后发生地质灾害的风险水平进行了预测,并介绍了我国高坝抗震安全保证的综合措施。研究表明:怒江断裂带并非是一条作为欧亚大陆碰撞缝合线的深大断裂;怒江在建设水库大坝后会降低流域内的地质灾害风险水平;在复杂构造带和强震易发区进行工程建设是可行的;在详细的地震安全性评价基础上和细致的工程抗震设计后进行水库大坝的建设是安全的。

Abstract:Recently there are some remarks which are against the Nujiang River hydropower development due to the complex earthquake geological conditions and high risk of geological disasters. This paper stud- ies the Nujiang fault, predicts the level of risk of geological disasters after the construction of the dam and introduces safety assurance measures in earthquake resistant engineering. Studies show that the Nujiang fault is not an Eurasia collision suture and the risk of geological disasters will be reduced after the construction of the dam. Carried out construction works in complex structure and the earthquake-prone areas is feasible and the construction after detailed earthquake safety evalaation and detailed seismic design is safe.
