仙居水资源的合理配置

根据对仙居水资源的调查及对水资源合理配置的研究，提出了仙居水资源合理配置的原则及配置的数学模型，强调仙居水资源应以区域可持续发展思想为指导，以区域水资源综合短缺度最小为目标函数的配置模型，在水资源自然配置格局的基础上，对降水、地表水、地下水、客水、跨流域调水等统筹考虑。同时通过采用不同的权重可对环境生态、工业、农业、生活等不同用水需求区别对待，保证重点，实现水资源的优化配置，较好地处理水资源与社会经济发展和生态环境的关系，使水资源在整体上发挥最大的效益，实现水资源的可持续开发利用。

Optimizing Distribution of Water Resources in Xianju

The principles of water resources distribution in Xianju and the relevant mathematical modeling are proposed based on the survey and optimizing distribution of water resources in the region. The distributing modeling, taking aim at minimizing the regional comprehensive shortage of the water resources is put forward in terms of regional sustainable development. The rainfall, the surface water, the undergroud water, the forign water and interbasin water diversion should be taken into consideration on the basis of natural distribution of water resources while the water consuming in environmental ecology, industry, agriculture and daily life should also be made a difference between one another. Therefore, the sustainable development of the water resources may come true in an environment-friendly way to promote the economical development with maximum profit.
