| 摘 要： | 在即将加入WTO之际，我国已建立了电信管制机构，出台了电信管理条例，做好了组织和法律上的准备。但还存在着一些问题，主要是还没有制定一部正式的电信法，而一些地方法规跟目前的“电信条例”和WTO的原则还有不协调的地方；电信管制机构、尤其是地方管制机构在机构设置、人员配置、管制范围等方面都需要进一步完善。

| Abstract: | On verge of entering WTO, China has already made preparation in respect to organization and law by establishing the telecom regulation authorities and Telecom Supervision Regulation. However, there still exist some problems. Basically, no formal telecom act has been enacted yet, and some regional regulations are not compliant to the Telecom Regulation and principles of WTO. Moreover, telecom regulation authorities, especially regional regulation authorities should be improved in organization setting, staffing and scope of regulation. |
