卷烟减害与自主创新

概述了美国卷烟减害技术进展和国内减害技术及其应用发展现状,提出了"降焦减害"的方针应与时俱进的观点,从自主创新、科研机制创新、贯彻国家烟草专卖局提出的"两个维护"、农业方面减害也大有作为、利用中医药手段进行减害等方面对多方减害和自主创新进行了讨论,提出了自己的大胆设想。 

Harm reduction techniques and self-innovation

The development of techniques for reducing harmful components in cigarette smoke in U.S.A. and P. R. China has been reviewed. The standpoint that reduction technology of tar and other harmful components in cigarette smoke should advance with times has been put forward. The issues of self-innovation, scientific research system innovation, implementation of "the Two Maintenance" proposed by STMA,big development of reducing harmful components in cigarette smoke that could be made in agriculture area, and application of the techniques of Chinese medicine, etc. have been discussed. The audacious ideas have been proposed at the end.
