基于社会行动的城市规划制度研究

在经济全球化的宏观背景下,我国的城市社会从均质、单一的阶层式结构走向多元的、扁平式网络结构,这种变化从两个方面对我国的城市规划事业提出了挑战.在总结当代西方规划思潮演进的基础上,认为城市规划的发展与社会发展密切相关,其结合点是对公共利益的界定.由于当前我国多元化的利益格局已经形成,同时公共利益又具有动态性特征,因此需要对现行的规划制度进行变革,建立一种基于社会行动的规划制度.

Study on the Urban Planning Institution based on the Social Motion

Under the economical global macroscopic background,the city society in our country is moving from isotropic,the sole social stratum type structure towards the multi-interest,flat network structure,this kind of change proposes the challenge from two aspects to our urban planning enterprise.In the foundation of summarizing ideological trend of the present day western planning evolution,the development of the urban planning and the society are closely correlated;the public interest integrates both of them.Because the multiplication benefit pattern has already formed in our country,simultaneously the public interest also has the dynamic characteristic,therefore there exists a need to change the transformation of the present planning institution,and to establish a new one on social motion.
