| 摘 要： | <城乡规划法>的制定标志着我国城乡规划工作正式走上了以人为本、全面、协调、可持续发展的道路.我国幅员辽阔、国情复杂,<城乡规划法>的立法只能作纲领性和原则性的规定,因而需要相应的配套法来阐明基本法中有关条款的实施细则.目前<城乡规划法>仍存在不明确、不具体,不完善之处,在规划体制、编制、实施管理等方面需要通过配套立法加以完善和深化,以进一步贯彻、落实<城乡规划法>的立法精神.

| Abstract: | The promulgation of urban-rural planning law signifies urban-rural planning formally directed toward human- oriented and sustainable development. With vast national land and complex situations, urban-rural planning law can only be a guideline and principle which needs supplementary laws tackling details. Currently, urban-rural planning law is vague and incomplete in certain aspects and needs supplementary laws to integrate and deepen its guidance in plan-making and planning management. |
