跨世纪上海农村水利现代化发展构想

摘    要:根据上海现代都市农业的发展目标,阐述农村水利现代化是农业现代化的重要组成部分,分析上海农村水利建设现状及存在的主要问题,提出实现农村水利现代化的指导思想、主要标志、发展目标、重点项目.上海农村水利现代化的主要标志是建成保障型、节水型、景观型、生态型的水利体系;发展目标是防洪工程标准化、排水工程分流化、灌溉工程节水化、河道整治达标化、农田建设园田化、水利施工机械化、工程管理自动化、经营服务集约化,并对加快农村水利现代化建设提出了若干措施和建议.

Abstract:According to the objective of development of modern urban agriculture in Shanghai, the paper points out that moderization of rural water conservancy is an important part of modernization aogriculture.It analyses the present situation and key problems in rural water conservancy in Shanghai,and proposes a guiding ideology,the main indicator objective of development and some major projects for modernization of rural water conservancy.The main indicator of modernization of rural water conservancy in Shanghai should be a water conservaning system of guarantee type,water saving type,scenery style and ecotype.The objectives of development should be standardization of flood protection,separation of drainage system,water saving irritation system,standardized river regulation,beautification for farmland development,mechanization of water project construction,automation of water project operation,and intensive management and service.Measures and suggestions for acceleration of modernization of rural water conservancy are put forward.
