| 摘 要： | “低水位运行”灌区是近年来在实际生产中自行发展起来的地表水灌区。论述其优缺点和几个值得思考的问题，并提出应尽快把这种形式灌区提到黑龙江省正式规划设计日程，减少盲目性，增加自觉性。

| Abstract: | Low water level operated irrigated area is the surface water irrigated area which has been developed in production practice in recent years. This article discusses its virtues, defects and several problems that deserve to be thought over and suggest that this kind of irrigated area should be put on the agenda of formal plan and design to lessen the blindness and enhance the consciousness. |
