机构分设下我国统一的银行业监管信息系统建设

2003年4月28日银监会挂牌成立,机构分设在我国跨出了从理论到实践的关键一步,央行和银监会协调这一突出问题也摆在我们面前。建立统一的银行业监管信息系统是实现有效监管协调的技术支撑。为此,在系统建设前,要进行监管信息系统总体规划及人才培养;系统建设中要建成银行业监管信息收集系统、银行业监管综合数据库系统、银行业风险测评模型和早期预警系统,系统建成后要实现央行与银监会信息的沟通与共享。

On the Construction of a Unified System of Bank Information Regulation in China: Exemplified by Branch Construction

The establishment of China Banking Regulatory Commission(CBRC) on April 28th,2003 marked a significant step forward in the branch construction from theory to practice,bringing foreground the problem of a harmonized regulation between the Central Bank and the CBRC.A unified regulatory information system is a great support for a harmonized regulation of banks.It is very important to train efficient personnel and make a unified general plan before the construction of such a system,to establish necessary subsystems in the construction such as a Banking Regulatory Information Collection System,a Comprehensive Data System for Banking Regulation,a Banking Risk Evaluation Model and a Risk Forecast System,and above all,to realize the smooth communication and mutual sharing of banking regulatory information between the Central Bank and the CBRC.
