基于可消纳域的高渗透风电并网调度容量研究

摘    要:近年来并网风电呈现"大规模、高渗透"的特性,严重削弱了电网调度对风电功率的控制能力,常出现火电调节能力不足、风电外送受限而导致的严重弃风现象。针对此类问题,提出风电可消纳域概念,从电网调节等效负荷波动能力和网络传输能力2方面对其进行分析。在此基础上结合风电功率波动特性分析,建立了基于可消纳域的风电最优并网功率模型,以火电机组发电成本、火电机组调节裕度和传输通道剩余空间为目标函数,确定当前网架结构下的风电最优并网功率,并对风电出力能力进行分析,进而确定风电调度容量。应用CPLEX软件对模型进行求解,算例系统取东北某区域电网,通过定义风电调度评价指标,与常规调度方案进行对比,并对风电可消纳域的利用率进行评价,验证了文中所提协调调度方案的可行性与有效性。

Abstract:With wind power developed rapidly in recent years, and the power grid not changed, the control ability of wind power dispatch is weakened, delivery of wind power is limited, and thermal power regulating capacity is insufficient, leading to severe curtailment of wind power. In this paper, concept of wind power accommodation area is proposed, considering the capacity of grid transmission channel and the regulating capacity of thermal power. On this basis, coordinated wind power scheduling is built considering wind power fluctuation characteristics, then an optimal penetration model of wind power is constructed, considering thermal power generation costs, the capacity of grid transmission channel and the regulating capacity of thermal power, with the cost of thermal power generating units, the remaining space of grid transmission channel and the regulating margin of thermal power as objective functions, to determine optimal penetration of wind power. The wind power output capacity is analyzed, and then the capacity of wind power scheduling is determined. Meanwhile, CPLEX software is adopted to solve the problem by defining wind power scheduling evaluation index, and compared with conventional scheduling scheme. Feasibility and effectiveness of the proposed method is confirmed with a Northeastern regional power grid.
