摘    要:在日前发电计划中,对旋转备用容量进行合理配置是保障电网安全可靠运行的必要手段。在分析大规模新能源接入、特高压直流输电馈入等条件下电网旋转备用需求特征的基础上,分析了传统可靠性指标用于旋转备用容量评估的适用性,提出了Tr电力不足期望值、非事故备用满足概率、事故备用满足度等日前旋转备用容量评估指标,并对日前旋转备用容量评估的数据需求和处理方法进行了分析,最后,基于区域电网历史数据通过算例论证了文中所提出的旋转备用容量评估指标及旋转备用容量需求计算方法的有效性。

Abstract:In day-ahead generation schedule, rational allocation of spinning reserve(SR) capacity is necessary means to ensure safe and reliable operation of power system. On the basis of analyzing the characteristics of SR demand of a power grid, applicability of traditional reliability indexes is analyzed, and the indexes of Tr minute power shortage expectation value, the satisfaction probability of non-emergency reserve and the satisfaction degree of emergency reserve are put forward. Based on the historical data of a regional power grid, the data requirements and processing methods for evaluating SR capacity in day-ahead generation schedule are analyzed. Finally, the limit value of the indexes and the SR capacity of a regional grid are evaluated with examples, proving effectiveness of the proposed method in this paper.
