水土保持社会效益的监测与评价

水土保持社会效益指的是水土保持项目对社会环境系统的影响及产生的宏观社会效应，包括为实现社会发展目标和国民经济增长的贡献与影响程度，其反映的核心内容包括农民脱贫致富、农村经济发展、促进社会进步３个方面。社会效益监测应以农户监测为基础进行宏观社会经济调查，以监测信息为基本依据，建立层次化（目标、准则、指标）评价指标体系，提出了定性（德尔菲法）和定量（ＡＨＰ法）相结合的综合评价方法。

Monitoring and Evaluation of Social Benefit of Water and Soil Conservation

Social benefit of water and soil conservation stands for the overall social responses and influences of water and soil conservation projects on social environmental system, which includes contribution and influence degree of them to realization of social development target and promotion of state economic development, and the key contents are the following three aspects: local farmer's richness, rural economy development, promotion of society advance. Monitoring of social benefit should take household monitoring as the basis to run overall social economic investigation, according to basic monitoring data to set up strata sequence evaluation index system (target, principle, index). A comprehensive evaluation method of combining qualitative (Delphy Method) and quantitative (AHP Method) ways is established.
