浙东海塘温州段工程管理探讨

海塘工程是温州市当前和今后一段时间水利建设的重要任务之一．在海塘工程项目建设中，仍然沿用传统的思维、方法，造成了工程建设管理方面的混乱和无序．现阶段应切实落实项目法人责任制，提高监理队伍素质，完善建设项目预（决）算审计制度，建立“水利工程建设项目管理中心”实行政企分开、机构分设、职能分离等，从项目立项审批、质量管理、投资机制、运行机制各方面进行综合管理．
