杭州市边缘区发展与城市总体规划的矛盾——以转塘镇为例

过去,城市总体规划只站在有利于中心城市发展的角度去进行,往往急功近利,甚至以牺牲边缘区的利益来加快中心城市的发展,造成边缘区空间结构的不合理。开发利用和管理好边缘区需要处理好以下问题:根据总体规划的发展战略,结合实际情况,进行边缘区自身的概念性或总体规划;从整个区域协同发展的角度出发,解决好城市的发展需求;对于边缘区的开发要采取谨慎的态度,小范围、高效率地开发,做到规划一片,建设一片,收益一片。

Contradiction between the Development in the City Fringe and the City Master Planning in Hangzhou-- With Zhuantang Town as an Example

In the past, the master planning of a city was made only in the interests of the development of the city center, eager for quick successand instant benefit and sometimes at the sacrifice of the interests of the fringe areas, resulting in an improper spatial arrangement of the fringeareas. The following measures must be taken in development utilization and management of the city fringe areas: conceptual planning or masterplanning for the fringe areas must be carried out according to the master plan of the city in association with the local conditions, trying to meetthe needs of city development in terms of regional collaborative development. Care must be taken in development of the fringe area on a smallscale but with high efficiency, trying to obtain benefit from each piece of land that is planned and developed.[
