储备基地模式下的煤炭供应链整合

摘    要:煤炭供求市场取决于资源、生产和消费等因素,供求市场的平衡离不开煤炭物流环节。长期以来,煤炭供应链的效能受到主体多、运距长、运输方式多样和物流企业管理效率低等因素的制约。运用供应链运作参考模型(Supply-Chain Operations Reference model,简称SCOR模型)在煤炭供应链的节点建立储备基地,并形成了以港口为纽带的煤炭供应链战略联盟。结合中国石油化工集团近10年来在沿江沿海煤炭储备基地的建设实践,得出建立煤炭储备基地对煤炭供应链优化与发展具有重要作用的结论。

Abstract:Coal supply and demand market depends on resources, production and consume, coal material stream is essential to the balance of supply and demand market. For quite a long time, the performance of coal supply chain has been limited by too many main bodies, long distance of transportation, various transportation means and low man- agement efficiency of material stream. With Supply Chain Operations Reference medel(SCOR), store bases have been built up at the link point of coal supply chain, coal supply chain strategy alliance with ports as tie has formed. Combined with construction practice of coal store base along rivers and sea coast in recent l0 years by SINOPEC, we come to the conclusion that building up coal store base is very important to optimize and develop coal supply chain.
