对抗战期间陕甘宁边区移难民农业贷款问题的分析

抗战时期,约有26万多移难民涌入陕甘宁边区,边区政府实施一系列的优待移难民政策对其进行了安置,解决了吃饭住宿和土地问题。但生活已经安插了的移难民,却因缺乏耕牛、农具、种籽等基本的生产资料而导致"不患无地可耕,而患无力可耕",为此边区政府把移难民也纳入到农贷的主要对象里,为他们提供迁移路费贷款、安置贷款、耕牛、农具、青苗、植棉等多项贷款,这不仅解决了移难民的生计困难,而且对边区的经济建设、边区政府威信的提高等都具有重要的意义。

Brief Analysis of the Issues on the Agriculture Loan for the Immigrants and Refugees in Shaanxi,Gansu and Ningxia Border Region

During the period of Sino-Japanese War,approximately more than 260,000 immigrants and refugees forged into Shaanxi,Gansu and Ningxia Border Region.The regional government implemented a series of policies to treat the immigrants and refugees well and arrange them,and solved their problems about eating,lodging and land to cultivate.But the lacking of the farm cattle,farm tools,seeds and other basic production factors resulted in a trouble for the arranged people,that is ＂instead of worrying about whether there is land to plow,they worry about how to plow＂.So the government of the border region fitted them into the object of agriculture loan,supplyed them with various loans including loans of travel expense,arrangement,farm cattle,farm tool,green shoots,and cotton planting.This measure not only solved difficulties in the livelihood of the immigrants and refugees,but also had great significance on the economic development and the improvement of government＇s prestige in this region.
