对节水防污型社会建设的思考

本文从水资源短缺的严峻形势、水污染、季节性和区域性缺水、社会经济高速增长、水的利用率低下等几个方面,阐述了建设节水防污型社会的战略意义。分析了农业中水污染的情况,指出不合理污灌、施肥、施药是引发面源污染的重要污染源。同时,提出节水与防污相辅相成、节水优先防污为本的观点以及建设的目标和指标。

Consideration on bulding a water saving and pollution-prevention society

This paper describes the important strategic significance of developing a water saving and pollution prevention society in view of austere situation of water resources shortage,water pollution,seasonal and regional water shortage,high speed of economic development,low water-using efficiency,etc.After analyzing the water pollution in agriculture,the authors point out that irrational sewage irrigation,fertilization and pesticide application were the main origins for non-point pollution.The authors indicate that water saving and pollution prevention would be supplemental to each other.Water saving should be emphasized firstly on the basis of pollution prevention.The aims and indices of building a water saving and pollution prevention society are brought forward.
