| 摘 要： | 从规划编制的层面,如果编制的规划没有或很少被实施就会造成规划浪费.要避免规划浪费就需要弥合规划编制与规划实施之间的鸿沟,提高规划实效性.以厦门的规划管理实践为例,从以下4个方面探索如何提高规划的实效性:‘使用导向’的规划编制成果转换策略；建立规划维护与责任规划师制度；建立规划绩效评估与规划检讨制度；强化规划的行动力.
