基于城乡一体的规划和管理的转型及重构——南京浦口地区规划实践和探索

2008年1月1日开始实施的《中华人民共和国城乡规划法》,建立了由城镇体系规划、城市规划、镇规划、乡规划和村庄规划构成的我国法定城乡规划体系,标志着我国城乡规划在法律制度上迈上了一个新台阶.新的城乡规划法,打破了长期存在的城乡二元分治情况,加强城乡统一规划管理,促进了城乡经济社会全面协调可持续发展.但同时它仅仅只是解决了城市和村镇的统一规划问题,对于存在于乡村地区的大量的自然,历史等资源的规划和保护,利用的问题,并没有纳入统一规划和管理,本文通过结合南京浦口的规划实践工作,提出基于城乡一体的规划编制设想,目的旨在探索地方层面的规划编制如何能进一步结合地区管理需要,实现规划与管理的无缝对接,充实和完善城乡规划体系.
