引黄入晋工程太原供水区水价问题的思考

山西省引黄入晋工程是目前国内在建的投资最大的调水工程，合理的水价政策及管理体制对引黄工程至关重要。由于太原市目前水价很低，引黄工程运行初期供水成本费用比较高，建议采取以下措施：制订和实施合理的工程投资政策，调整引黄入晋工程的投资结构；调整水源结构，用引黄水置换当地超采地下水；建立合理的水价形成机制，逐步调整水价；改革水利工程管理体制和水资源管理体制。

Opinion on Water Price Issue in Water Supply Area of Water Diversion Project from the Yellow River to Shanxi

Water Diversion from the Yellow River to Shanxi is the biggest water diversion project under construction in China in terms of investment. To have reasonable water pricing policy and management system is of great importance for the Project. It is recommend adopting the following measures, for the current water price is relatively low in Taiyuan City but the cost of water supply is comparatively high at the early stage of project operation. Thus investment policy that is appropriate for the Project should be issued and implemented and the investment structure of the Project should be adjusted. Water sources should also be adjusted by replacing over-exploitation of groundwater with water diversion from the Yellow River. A sound water pricing system should be formed and water price should be gradually increased. Finally project management system and water resources management system should be reformed.
