新理念、新目标、新模式——上海超大城市转型发展的思考与探索

从上海当前所处的发展背景和形势出发,分析判断上海已进入后工业化发展阶段,城市面临转型发展的迫切需要。在对城市转型发展的概念和内涵进行再认识的基础上,提出了城市转型发展的理论框架,认为上海城市在转型发展过程中,必须与国家要求、时代趋势以及城市今后的发展目标紧密结合,并按照"底线约束、内涵发展、弹性适应"的路径和方法,建立基于"创新驱动、生态优先、交通引导、文化引领、社会包容、空间协同"等六6个维度的上海城市睿智发展新模式。最后,详细阐述了上海新一轮城市总体规划在这6个维度方面进行的城市转型发展探索。

NEW CONCEPT,NEW GOALS,AND NEW MODEL: REFLECTION AND EXPLORATION ON THE TRANSFORMATION OF SHANGHAI MEGACITY

This paper analyzes the development background and situation of current Shanghai,indicating that it has entered the post-industrial development stage and calls for transformation.Based on the re-understanding of the concept and connotation of urban transformation,the paper puts forward a theoretical framework and argues that Shanghai must be closely linked with national strategy,trend,and development goals of the city in the process of transformation.In addition,in the light of the path and methodology of "bottom line control,endogenous development,and flexible adaptation," Shanghai city smart development model is developed based on the six dimensions:"innovation-driven,eco-priority,trafficoriented,cultural guidance,social inclusion,and spatial coordination." Finally,it expatiates on the transformation of the new round of Shanghai city master planning in terms of the six dimensions.
