THE ROLE OF PLANNING IN THE DEVELOPMENT PROCESS OF NATIONAL INNOVATIVE CITY: ON THE EVOLUTION AND IMPLEMENTATION EFFECT OF SHENZHEN INDUSTRY LAYOUT PLANNING

From the two perspectives of urban development and industry development,this paper expounds the stage characteristics of the evolution process of Shenzhen to build itself into a national innovative city and illustrates the important influence of urban and industry policies on the innovative development of Shenzhen.It points out that the changed planning ideas of three industry layout planning cases in Shenzhen and their implementation effects indicate that an effective industry layout planning should be based on studying the space requirements of industries and creating the suitable space environment rather than directly arranging all kinds of industry spaces.The up-to-date planning policy practices of Shenzhen show that governmental industry space policies should be problem-oriented and be aimed to solve the difficulties in the innovative development.
