产城融合目标下的产业园区规划编制方法探讨——以深圳市为例

以深圳为样本,针对以往控规层次规划应对产业园区转型的不足,首先检讨传统产业园区规划在应对产城融合方面的不适应性,指出"重产轻城、轻人"的规划思路是不适应性的关键所在;继而基于对产、城、人关系的再认识、再梳理,总结提炼产业园区规划在功能布局、用地结构等方面的编制技术方法、标准通则与经验数据,以促进园区规划落实职住平衡、功能优化、配套完善等规划理念。

PLANNING COMPILATION METHOD OF INDUSTRIAL PARKS GUIDED BY THE GOAL OF CITY AND INDUSTRY INTEGRATION: A CASE STUDY OF SHENZHEN

Taking Shenzhen as case study,this paper reviews the shortcomings of traditional planning in the phrase of industrial park restructuring.It firstly demonstrates the maladjustment by summarizing the problems of traditional industrial planning in terms of city and industry integration,and points out that the main reason of this maladjustment is the notion that the industries are important than city and people.Based on this understanding of the relationship among the industry,city,and people,this paper proposes a transition of technical method,standard rule,and empirical data of industrial planning compilation from aspects of functional layout,land use structure,etc.,to achieve jobhousing balance,optimization of functions and the reinforcement of facilities.
