乡村规划:管理乡村变化的挑战

首先从经济、社会和环境方面,分析了现阶段中国主要的乡村变化与乡村问题,及其对乡村规划的挑战;然后解析了二战后发达国家的乡村演变过程,以及乡村规划在理念、目标和手段上的响应;最后系统探讨了中国乡村规划的理念、目标、内容体系及编制策略。笔者认为,现阶段乡村规划的总体价值取向仍应优先服务于经济发展,适当兼顾社会公平和环境保护;乡村规划应当转变为全域性的涵盖社会经济发展、村镇建设、土地利用和环境保护的一体化规划;乡村规划必须成为真正的参与式规划,加强部门协调、地域合作和组织联动。

RURAL PLANNING: MANAGING THE CHALLENGES OF RURAL CHANGES

At first,this paper analyzes China's rural changes and rural issues which challenge rural planning from the perspectives of economy,society,and environment.Secondly,it reviews the processes of rural changes in developed countries after the World War Ⅱ and the responses of their rural planning system in terms of idea,objective,and means.Atter that,this paper proposes the ideas,objectives,content system,and strategies of China's rural planning.It argues that the overall value of China's rural planning at present should keep giving priority to economic development,but with the appropriate consideration of social justice and environmental protection.Rural planning should cover all the territory which is not included in urban planning and turn into the comprehensive planning which integrates socio-economic development,rural construction activity,land use,and environmental protection.And rural planning should become the real participatory planning,thus strengthening department coordination,regional cooperation,and organizational integration.
