我国能效问题分析

文章以能源经济效率指标与能源技术效率指标为基础,比较了我国与国外在能效方面的差距。结果表明,由于产业结构、能源结构的不同,以及工艺技术水平、设备规模、管理等因素的影响,我国目前的能源利用效率还比较低,存在着巨大的节能潜力。为使我国的能效水平尽快提高,必须注重产业结构与能源结构的调整;采用先进技术与工艺、提高企业装备水平和管理水平;在节能中长期发展规划的指导下,实现不同发展阶段的节能目标,并应适时调整和完善我国的节能政策、法律法规及标准等。

China Energy Efficiency Analysis

The difference of energy efficiency between China and foreign countries is viewed on the base of energy economic efficiency and energy technical efficiency. In consideration of industrial and energy structure differences between them,and the influences of technical levels,scale of equipment and management skills,China's low energy efficiency makes it still have great potential in its energy saving field. To enhance energy efficiency,China must have its industrial and energy structure changed,upgrade equipment and management level by using advanced technology and skills,complete energy goals in different periods under guide of mid && long term developing program,and timely adjust and perfect energy policies,rules and standards of China.
