电力安全风险和工作重点--在全国电力安全论坛开幕式上的讲话

从人身安全、公共安全、电力设备安全三个方面阐述了电力安全问题,结合电力供应紧张形势,厂网分开,“西电东送,南北互供”的格局,论述了电力安全客观存在的风险,指出应继续坚持“安全第一,预防为主”的指导方针,坚持“以人为本”,坚持从整个电力系统出发,研究电力系统安全的技术和管理,保证电力系统安全运行。

Electric Power Safety Risk and Working Emphasis--Speech on the Opening Ceremony of National Electric Power Safety Forum

The electric power safety issue is discussed from three aspects:personal safety,public safety and electrical facilities safety. Combined with the current difficult situation of power supply,the new structure of "separation of generation and transmission","power transmission from west to east","mutual supply between north and south",the object risk existing in electric power safety is introduced. The guideline of "safety priority, prevention domain" is pointed out, and the importance of focusing on "based on people" is emphasized. Based on the entire electric system,the technical solution of electric system safety is studied,to ensure the safe operation of electric system.
