| 摘 要： | 我国水资源短缺、干旱频繁 ,影响了农业可持续发展与粮食安全 ,因此 ,抗旱是水利和农业发展的长期而艰巨的任务 ,所以提出调整农业结构布局 ,把节水列为基础建设工程的建议 .

| Abstract: | In our country shortage in water resources and frequent droughts affect our agricultural continuous development and grain security. As a result, drought resistance becomes the long term and difficult task of water conservancy and agricultural development. This article offers the proposal about adjusting agricultural structure layout and including water thrift in foundation construction works. |
