| 摘 要： | 结合河南省城镇化发展的特点和模式选择,通过对其小城镇建设在用地规划与建设方面存在问题的调查,提出其在小城镇建设集约用地的规划对策:(1)科学规划,坚持用途管制原则;(2)挖掘潜力,严格控制土地供应量;(3)指标考核,提高土地利用整体效益。
