| 摘 要： | 结合南京交通基础设施特点和新生的交通集团所面临的困难，在分析基础设施投融资创新主要模式和具体项目运作方式的基础上，为南京交通集团投融资创新模式政体框架、集团层面的投融资职能及不同板块项目的投融资运作模式提出一些宏观上、原则性的建议，探索适合的投融资创新模式。

| Abstract: | This paper discusses the characteristicsof Nanjing transport infrastructure and the difficul-ties that the newly established transport groupconfronts. On the basis of the analysis of the maincreative modes of investment and financing, and theconcrete operation modes of project, the paper setsforth some macro and micro suggestions for the newmodes of investment and financing from threeaspects: regime frame, function investment and fi-nancing at group level, and operation modes of in-vest and financing between different project. |
