我国政府信息公开障碍因素分析与对策研究

通过调查和访谈，初步掌握政府部门对影响我国政府信息公开各因素及其程度的看法。发现对信息公开不当带来不良后果的担忧、监督机制的不完善、负责政府信息公开的行政队伍建设力度不够，是影响政府部门公开其信息的三个重要因素。《政府信息公开条例》和《保密法》等相关法律法规的不完善仍对政府信息公开造成一定影响。加强制度建设、建立政府信息公开与保密的协调机制、完善政府信息公开行政诉讼制度，是目前解决政府信息公开问题的重要途径。

Study on Obstacle Factors and Countermeasures for Government Information Disclosure

Through suvery and interview, the author analyzes the factors and their degree influencing government information disclosure （GID） , draws the conclusion that adverse consequences of improper disclosure, imperfection supervision mechanism and lack of administrative staff are the three important factors influencing GID. Besides,imperfection of Regulation of Government Information Disclosure and National Classification Law still have certain influence. The author puts forward that strengthening the national classification system construction, establishing coordination mechanism of GID and secrecy, improving GID administrative litigation system are important ways to solve problems during government information disclosing.
