| 摘 要： | 文章以四川石化80万t/a乙烯装置裂解炉施工为例,结合中国石油HSE管理属地管理理念的落实情况,从如何在施工管理过程中对各级管理岗位人员和各类核心作业人员确定HSE工作责任范围,激发人员自主开展HSE管理工作,加强对裂解炉施工主要HSE风险管理等方面,全面阐述裂解炉工程施工现场的属地式HSE管理。

| Abstract: | Taking the construction of the cracking furnaces of 800 000 t/a ethylene equipment in Sichuan Petrochemical Co. for example, and according to the implementation of territorial management concept of HSE management in PetroChina, this paper introduces comprehensively the field construction HSE management of the cracking furnace project in aspects of how to determine HSE work responsibility scopes of the managers at all levels and the kinds of core operators in the process of construction management, how to motivate the employee to conduct HSE management independently and how to strengthen the main HSE risk management of cracking furnace construction. |
