| 摘 要： | 为了在水利工程造价管理工作中正确理解和使用概算定额和预算定额，通过对工程中土石方开挖、土石方填筑、混凝土工程、锚喷支护工程的概、预算定额与实际发生的人工、材料、机械耗量的对较，分析了概算定额与预算定额在定额幅度差、超挖、超填及施工附加量上的差异。分析结果表明，在工程建设的各阶段应编制相应的造价文件，熟悉并合理使用定额的工作内容和范围，分清概算定额和预算定额之间的联系和差异以及相互转换调整的基本方法，从而更准确地预测和控制投资。
