| 摘 要： | 为了对柳州市现有防洪体系进行科学客观评价，在分析我国城市防洪体系安全评价的指标体系及其等级标准的基础上， 提出了基于层次分析赋权的TOPSIS综合评价法，并建立了城市防洪体系安全综合评价模型。利用该模型对柳州市防洪体系进行评价，结果表明，柳州市防洪体系尚属不太完善水平，滞后于当地的经济社会发展。 该模型能较好地对城市防洪体系进行综合评价。
