| 摘 要： | 以长江三峡工程库区地质灾害监测预警工程建设，以及地质灾害防治总体规划为背景，论述了三峡库区地质灾害应急监测与应急指挥系统的功能、组成和作用；简述了各子系统的具体内容和职能，并在此基础上，进行了系统实现。该系统在秭归泥儿湾突发滑坡现场和其他地质灾害抢险现场的应用测试情况表明：系统设计可靠，数据传输稳定，语音清晰，画面流畅，安全性强，较好地实现了多级地质灾害防治管理部门及专业单位的远程指挥和技术会商，在突发地质灾害的应急减灾方面显示出极大的优势。
