BOT模式在滇池污染治理中的应用

从1993年开始,一直由政府承担的滇池污染治理工作已经进行了10多年,实施了60多个治理项目,总投资40亿元人民币,但滇池的富营养化没有明显改善,水质恶化仍在继续。为改变现状,提出一种充分发挥市场和政府各自优越性的一种投融资模式—BOT模式,即建设—经营—转让模式。它有利于改善滇池污染治理的投资结构,解决政府缺乏资金的问题;有利于引起外国先进的污染治理技术和管理经验;有利于提高滇池污染治理运作效率;有利于政府职能的转变;有利于提前满足社会和公众的需求。BOT模式是一种新的、有效的项目融资、建设和运营模式,在投资主体多元化、法人结构的完善、引入国际先进技术和管理经验等方面都具有显著功效。

Application of BOT pattern in pollution treatment of Dianchi Lake

The treatment of the Dianchi Lake has been carried out for more than 10 years since 1993.More than 60 projects were implemented with a cost of 4 billion Yuan afforded by the government.However,the eutrophication status of the lake has not been obviously alleviated,and the deterioration of the water quality is still going on.In order to change the present situation,the BOT(build-operation-transfer) pattern,one of the investment and financing patterns,was proposed to maximize the advantages of market and the government.The pattern is useful in improving the investment structure and overcoming the difficulties of fund deficiency.By adopting the BOT pattern,the foreign advanced contamination treatment technologies and management experiences can be introduced,and the treatment efficiency of the Dianchi Lake is to be improved.The government function would easy to transmit,and the social and public needs can be met in advance after the BOT pattern is carried out.The BOT pattern,which plays an important role in attracting investors,the perfect of the corporate structure,and the introduction of international advanced techniques and management experiences,is a new and efficient financing,construction,and operation pattern.
