广东省防治水旱风灾的对策思考

由于地理位置特殊，广东省遭受水进风灾频率高、范围广、强度大、损失重。分析了广东省现有的防治水旱风灾工程体系和非工程体系的现状及存在问题，提出 抓小型水库的除险加固、沿海围堤的安全达标、干支流防洪工程建设及抗工程建设等工程措施和加强责任制，完善监测预报预警、遥测遥报、通讯系统及数据库清除河障、加大汇洪能力，加强法制观念和抗灾意识教育，防治水旱风灾等非工程措施。

Measures for Controlling Flood, Drought and Typhoon Calamities in Guangdong

Peculiar in geographic position ,Guangdong is subject to flood, drought and typhoon calamities with high frequency, wide ex-tent and great intensity, thus causing great losses. Based on the analysis of present situation and existing problems of engineering andnon-engineering systems of controlling such calamities, the authors put forward both engineering and non-engineering mouures. Theformer includes strengthening the dangerous small-sized reservoirs, reinforcing the coastal levees to the safety standard, constructingflood control projects and drought-relief projects,while the latter covers enhancing the system of job responsibility, improving monitor-ing and communications systems and data bank, increasing flood carrying capacity and strengthening the awarenas of the legal systemand the consciousnere of fighting against disoters.
