| 摘 要： | 本文分析了我国现行政府投资工程管理模式的基本特征和存在的弊端,借鉴西方发达国家和地区的先进经验,结合我国国情,提出了政府投资工程建设的“双层代理制”管理模式,分析了该建设管理模式的运作方式,提出了实施该建设管理模式的配套改革措施。

| Abstract: | The characteristics and disadvantages of present management methods of government investing projects are analyzed in this paper. The characteristics and disadvantages of present management methods of government investing projects are presented. Based on the above, a new model of double-layer agent system is presented and the operation and performance mechanism are discussed in detail. |
