| Abstract: | The paper deals with a certain bilevel program where the objective function in the first level is nonlinear fractional, the constraints are linear inequalities, and the second level is a linear program with parameters. Propose a sufficient and necessary condition of solutions via an exact penalty function approach. Relative properties are also presented. |
