山洪灾害预警预报手机指令集成策略研究以浙江省金华市金华江流域为例

摘    要:手机指令集成策略研究是准确、及时洪灾预警预报的应用基础。本文选取金华市金华江流域为研究区,分析山洪灾害监测、预警及预报预警措施和能力,结合我国三大电信运营商对手机信令数据侦测应用技术,提出了山洪灾害预警预报发布的手机指令集成和解决方案。结果表明:提出的方案有效解决了山洪灾害隐患点威胁区域的人员实时预警、动态生成电子围栏、电子围栏人群捕获等功能,弥补了现有基于短信和广播预警发布解决方案的不足。

Abstract:The research of mobile phone command integration strategy is the application basis of accurate and timely flood disaster warning and forecast.In this paper,the Jinhua river basin in Jinhua city is selected as the research area to analyze the local mountain flood disaster monitoring,early warning and forecast measures and capabilities.Combined with the application technology of mobile phone signaling data detection by China''s three major telecom operators,the mobile phone command integration and solution for mountain flood disaster warning and forecast are proposed.The results show that the proposed scheme effectively solves the functions of real-time warning of personnel,dynamic generation of electronic fence,and crowd capture of electronic fence in the threat area of mountain flood hazards,and makes up for the shortcomings of the existing solutions based on SMS and broadcast warning.
