2008年雨雪冰冻灾害分析及对电网的启示

摘    要:2008 年年初我国南方部分地区出现了历史罕见的强降温和持续雨雪冰冻天气,由于其范围广、强度大、持续时间长,造成了电网设施大量损毁,在短时间内倒塔、断线事故集中发生。前所未有的电力危机给经济、社会和人民生活造成了极为严重的影响。从此次雨雪冰冻天气的特点、导线覆冰舞动及覆冰设计标准等4 个方面对电网受灾原因进行了分析,指出应从灾害事件中总结经验,研究对策。雨雪冰冻灾害带给我国的重要启示是要加强电网建设,高度重视科技创新,科学规划,构建科学合理的大电网。

Abstract:In early 2008,southern China suffered a historical low temperature and freezing rain and frost weather.Because of its large scale and intensity,as well as long duration,the bad weather severely damaged power grid facilities by causing many tower collapses and line disconnections within short period of time.The unprecedented power crisis seriously affected economy,society,and people's lives.This paper analyzes the causes of grid damage in four aspects,such as the characters of the weather,ice covered conductor vibration,and icing design standards,etc.It is suggested that lessons should be learned from this disaster,and countermeasures must be studied.The significances of this disaster are that grid construction must be strengthened and scientifically planned to construct a robust large power grid.
