现有的管理机制和科研基础,不能适应淤地坝大规模建设新形势的要求.在管理机制方面,要使淤地坝的规划成果和建设成果受到法律保护,加大中央投资比例,建设实行督察制;在科研工作方面,当前需要解决的关键技术问题包括相对平衡和相对稳定的概念和理论,坝系优化规划的理论和方法,要完善坝系结构,使小型蓄调水工程包含于淤地坝建设项目中,应适当放宽治沟骨干工程单坝控制面积和单坝投资规模的幅度.

Problems with silt retention dam construction on Loess Plateau and measures

The current management system and research cannot meet the requirement of large-scale construction of silt-retention dams. The achievements or results of planning and construction of silt-retention dam should be protected by legal terms. Investment of the Central Government should be expanded and supervision system should be set up. To solve key technical issues becomes a necessity, including concepts and theories of relatively balance and relatively stability and optimized planning of dam system. Dam building structure should be improved, so as to adjust controlled areas and investment scale of a single dam structure. Small water storage project construction should be included in silt-retention dam construction.
