我国煤炭企业新形势下节能减排发展方向

对我国煤炭企业在新形势下未来节能减排的有效措施和发展方向进行分析,即对“十三五”期间政府颁布的一系列节能减排相关政策法规的系统梳理、归纳、总结可有效解决我国经济社会的快速发展所引起的能源消费巨大及环境形势严峻等问题,并有助于实现低碳节能、绿色可持续发展,从而引导规范社会生产生活行为。通过对重点用能单位节能系列政策、固定资产投资项目节能审查政策、污染防治三年行动计划系列政策、瓦斯利用系列政策等“十三五”节能减排系列政策进行剖析研究,结果表明:煤炭企业应积极采取第三方节能环保治理模式,提升企业技术和装备水平;积极推动合同能源管理模式,实施节能技术改造,探索通过能源托管方式降低用能成本;在节电方面,应从高效电机、水泵、风机、空压机、变压器等设备入手;在节能方面,应重点推广应用矿井水、回风、瓦斯等余热资源利用技术;在瓦斯利用方面,高浓度瓦斯用于生产管道天然气、压缩天然气和液化天然气,8%~30%中低浓度瓦斯用于发电和供热,超低浓度瓦斯和回风瓦斯直接销毁。

Development direction of energy-saving and emission-reduction for coal enterprises in China under new situation

This paper analyzes the effective measures and development direction of energy-saving and emission-reduction for coal enterprises in China under new situation.The problems of great energy consumption and serious environmental pollution caused by rapid development of economy and society can be effectively solved through systematically combing and summarizing the policies related to energy-saving and emission-reduction promulgated during the 13th Five-Year Plan period.And it also contributes to realize the sustainable development along low-carbon energy-saving and environment-friendly pathways thus guiding and standardizing social production and living behaviors.Through analyzing a series of policies relating to major energy-consuming units energy-saving,fixed asset investment project energy-saving audit,the action plan for three-year pollution prevention and coal mine gas utilization,the results show that coal enterprises should actively adopt a third-party energy conservation and environmental protection management mode to improve the level of technology and equipment,and actively promote the energy management contracting implementing energy-saving technological transformation and exploring ways to reduce energy consumption cost through energy hosting and managed services.In terms of electricity saving,coal enterprises should focus on high-efficiency motors,water pumps,fans,air compressors and transformers.In terms of energy saving,coal enterprises should focus on the promotion and application of waste heat utilization technologies of mine water,return air and gas.In terms of gas utilization,high concentration gas should be used to produce pipeline natural gas,compressed natural gas and liquefied natural gas;8%~30%medium and low concentration gas should be used for power generation and heating;ultra-low concentration gas and return air gas should be directly destroyed.
