煤炭基本建设投资需求上万亿元,谁来投?——对未来17年我国高质量煤炭供应能力保障的思考之一

从目前到2020年,我国煤炭基本建设投资需求上万亿元。笔者从历史、现在和未来对因煤炭投资不足而付出的矿工生命代价、煤炭资源代价、环境代价等方面的分析认为,足够的煤炭基本建设投资是我国未来高质量煤炭供应能力保障的基本条件之一,提出宏观方面要把握“基础产业投资应适度超前”的投资规律,优化煤炭电力投资比,把握煤炭基本建设投资的一个基线,改善投资环境,降低投资风险,吸引包括私有资本和外资在内的非国有资本投资,以满足国家的煤炭投资需求。

Main Contents Who Will Pay for Billions of Construction Cost of Coal Industry

From now to 2020, China still needs more than billion RMB yuan investment for its coal industry construction. Through analysis from the aspects of inadequate investment for construction of coal industry that was and is at the cost of workers lives, coal resource and environmental condition deterioration, the author thinks that it is one of essential factors to have adequate investment for construction of coal industry to ensure a high quality coal supply capability. It recommends that we should follow the investment disciplinarian from macro aspect in order to make a better coal-electricity investment ratio and investment environment, and reduce investment risk by means of attracting investment from both private and foreign sectors, thus to meet the investment demand of China coal industry.
