HSE管理体系的内涵及运行模式研究

推行HSE管理体系是国际石油、石化行业安全管理的现代模式,也是当前进入国际市场竞争的通行证。为了与国外各大石油公司接轨,我国的石油石化行业正在全面推行HSE管理体系。本文在初步阐述HSE管理体系发展与内涵的基础上,全面介绍了国内中石油及其下属企业HSE管理体系运行模式,分析了推行HSE管理体系过程中可能出现的问题及其相应对策。

HSE Management System of the Connotation and the Mode of Operation

Implementation of the HSE Chealth, safety and environment management system was the international pe- troleum and petrochemical industry safety management modern mode, but also the pass to enter the international market competition at present. In order to integrate with the major overseas oil companies, petroleum and petrochemical industry of our country was in the full implementation of the HSE management system. The preliminary introduction of HSE man- agement system development and connotation, the domestic oil and its subordinate enterprise HSE management system op- eration mode was described fully, and the problems may bein the implementation process of the HSE management system and corresponding countermeasures were analyzed.
