长江河道采砂管理健康评价指标体系研究

 长江河道采砂管理的主要目标是维护河势稳定、保 障防洪安全、保障通航安全和保护水生态与环境。根据长江流域河道采砂管理的特点，提出 了长江流域河道采砂管理健康评价指标体系，包括河势稳定率、堤防影响率、通航水深保证 率、水功能区影响率、工程安全影响率、行政首长负责制到位率等18个指标，对指标体系各 类指标的内涵进行了分析，并给出了各类指标的评价标准和方法，对河道采砂管理的定量化 评价方法进行了探索。

Indicator System of Health Assessment on Management of Sand-excavating in Yangtze River Channel

The principle objectives of management of sand-excavating in the Yangtze River channel are maintaining stabilization of river regimes,safeguarding the flood control safety,ensuring the navigation safety and protecting water ecology and environment.On the basis of its characteristics,an indicator system of health assessment on the management of sand-excavating in the Yangtze River channel is advanced,which includes 18 indicators expressed in ratio such as river regime stabilization,effect on dikes,guarantee to navigation water depth,influences on water functional regions and hydraulic engineering safety,etc..Each indictor's meaning is analyzed and the quantitative assessment method and criterion for each are put forward.Finally,quantitative assessment methods for sand-excavating management are discussed briefly.
