| 摘 要： | 提出了一种新的遗传算法，该方法不仅能加快普通遗传算法的收敛速度，而且能有效的保证种群的多样性。并将这种新算法和神经网络相结合而应用于洪灾的易损性分析建模中，实验结果表明了该算法的有效性和可行性。

| Abstract: | Genetic algorithm is proposed, which not only can keep the population diversity but also has quicker convergence speed. Secondly, the model of the vulnerability of rice to flood hazardd is established by the algorithm and ANN . It is shown by experiment that the new genetic algorithm is practical and efficient. |
